Should also have a per capita view, since that is the fair way to manage emissions (i.e. to equalize it per capita would be a “just” situation. Or more complexly, to equalize it per capita with a latitude adjustment given that certain latitudes require less energy per person to live comfortably at than other latitudes.) |

yes and no. As you can see in the per capita emissions graph I created, if we were to focus simply on the states with extremely low populations and relatively low overall emissions and ignore improvements in Texas, Florida, Pennsylvania, Ohio, and New York, we’d be missing opportunities. For the same reasons, China and India must be involved in international policy. -Dave Deal |
