The conversion of patented technologies into economic drivers is dependent on development potential and marketability. The success rate is incredibly low across medical and agricultural technologies, with only moderately better success in the high-tech and energy fields. Because of the low conversion rate(s), the biggest factor in conversion is indeed the absolute value--more is more promising in this case--not a per capita ratio.
