Is this tons of CO2 or tons of carbon?

For small states with low population that generate a lot of electricity and ship it to other states,
a graph like this can be misleading. If you allocated Wyoming’s exported electricity to the states that use it,
the numbers would even out a bit (although Wyoming is still very carbon intensive—most of the electricity is from coal).
