These comments, from the underlying data source, are worth repeating: "The life table methodology was revised in 1997; some of the increase in life expectancy from 1996 to 1997 may be due to the change in methodology. The declining race differences between black and white in life expectancy at older ages are a subject of debate. Some research shows that age misreporting may have artificially increased life expectancy for black persons, particularly when birth certificates were not available. However, other research has suggested that black persons who survive to the oldest ages may be healthier on average than white persons and have lower mortality." However, it doesn't really explain the large decrease in life expectancy for blacks between 1978 and 1979.
